ACCJC Standard: III.B.1
Physical resources, which include facilities, equipment, land, and other assets, support student learning programs and services and improve institutional effectiveness. Physical resource planning is integrated with institutional planning.
1. The institution provides safe and sufficient physical resources that support and assure the integrity and quality of its programs and services, regardless of location or means of delivery.

•What research and analysis process does the institution use to identify the need for equipment and other facilities to support and assure the integrity and quality of its programs and services provided in DE/CE mode?
•What mechanisms does the college employ to evaluate how effectively equipment and facilities meet the needs of programs and services in DE/CE mode?
•How well does the institution meet its equipment needs for distance education? Are the equipment needs included in the facilities evaluations that the institution conducts?
•How does the college use the results of evaluations to improve equipment? Does the college employ similar processes to assure the safety and efficiency of its equipment?
Beyond Audit and Compliance: DE Excellence at SBVC
Description:
The research, analysis, and evaluation of facilities is done through the Program Review process at SBVC. This includes the one site that can be considered relevant for distance education. SBVC leases facilities in Big Bear to serve a very small number of students in the San Bernardino mountain region. Aside from this, there are no off-campus sites or other facilities specifically designed to serve distance education students. And the needs of the Big Bear program are assessed and evaluated through SBVC's Program Review process.
The "equipment" component of this standard related to distance education is addressed in section III.C, the section dealing with technological resources.
Evaluation:
It is the opinion of the Online Program Committee that SBVC meets this standard in terms of Distance Education.

The institution plans, builds, maintains, and upgrades or replaces its physical resources in a manner that assures effective utilization and the continuing quality necessary to support its programs and services.

Beyond Audit and Compliance: DE Excellence at SBVC
Description:
The analysis of the need for replacement and upgrade of facilities is done through the Program Review process at SBVC. This includes the one site that can be considered relevant for distance education--Big Bear. The Technology Committee is the shared governance committee that oversees the regular upgrade through "rotation" of computer equipment on campus. (The "upgrade and replacement" component of this standard related to distance education is addressed in section III.C, the section dealing with technological resources.)

It is the opinion of the Online Program Committee that SBVC meets this standard in terms of Distance Education.

To assure the feasibility and effectiveness of physical resources in supporting institutional programs and services, the institution plans and evaluates its facilities and equipment on a regular basis, taking utilization and other relevant data into account.

Description:
The Technology Committee's strategic plan identifies the technology needed to support the mission of the college. And this is aligned with the college's strategic plan and educational master plan, which addresses capital projects. Furthermore, the District supports capital projects related to Distance Education at both SBVC and at Crafton Hills College.
